I am newbie want to explore C-4 first and then buy C-8 from Europe. thanks for the link @marktheknife.

my understanding would be this C-8 region can be changed anytime, if i change the region?
because I may use this in Southeast Asia/ Europe/USA.

Yes, the Z-Wave region on the C-8 can be changed from the Z-Wave Details page.
