I am new to Hubitat. I have a new never been accessed hub. I connected the hub to my Unifi LAN. I can see the hub via the Unifi controller software and can ping the IP address of the device. When I attempt to connect using Chrome I get - '192.168.1.163 refused to connect'. I have never been able to connect to the device.
I went to the portal. I assume the portal can see the device as it is reporting information about the hub. I used the portal to do a soft reset, then a hard reset. After the hard reset the hub shutdown. I pulled the power plug and put it back in and the hub indicated a blue light. However, I am still not able to connect to the hub. Not sure what the next step should be.
Good decision! As @thebearmay indicated, your C-7 doesn't have the platform loaded (for whatever reason). I believe that Hubitat support can sometimes provide instructions to fix this situation without resorting to a product exchange.
I wasnโt aware you could do a reset from the portal page.
For what itโs worth, I had the blue led a couple months ago after a reboot. Even with the blue led I was still able to access the diagnostic on hub-ip:8081
From here you can set the hub date and time - I know this can cause some issues with connecting to the web socket if itโs wrong ... I think.
Also safe mode can be attempted just to see if it will kick over.
