Well, not exactly. Once you join the repeating device, eventually the Zigbee mesh will adjust the routes to make use of it.
You can force the issue (as I recall) by shutting down the hub and waiting around 30 minutes before powering it back up. That will put the devices in sort of a heal mode, and the mesh will reconstruct itself to include the new devices (repeaters).
There's probably a better way to say that, but close enough!
Okay, hopefully the other guys here won't be upset with me. The tradfri plug, in my setup, was a poor choice. It had a weak signal, as evidenced by scanning my zigbee network with an Xbee. Others have reported better performance, but not me. I would say get the peanut plug. Its signal is very strong and is a great repeater, as long as you don't get any xiaomi sensors. Or the now defunct Iris smart plug(3210-L). The iris repeats both zigbee & z-wave but is big and blocks the outlet, unless you only use the lower outlet for it.
@E-Q I also use the Iris 3210-L Zigbee plugs (which also have a Z-Wave repeater).
These can still be purchased at a great price on ebay.
If you're looking for a great deal on Iris v2 Motion Sensors, the same seller is still selling them as well at a great price (although you may need to buy batteries for these.)
For about $120, you will have the basis for a strong Zigbee/Z-Wave mesh and 10 very fast, reliable, small motion sensors.
AND... if you need some water leak sensors, he's selling those as well.

I was very frustrated last night with the Hue Outdoor sensor. At times, it will get stuck and won't report at all. It was on average reporting this signal lastHopLqi:255, lastHopRssi:-88/-93
I even bought the Hue Bridge to try to update the firmware and/or use the Hue bridge + sensor with the HE hub. To my surprise, the Hue app will not recognize the motion sensor as it will look for smart lights first. So I believe I will need to buy the light whether I need it or not
I was the one guy with the stepladder in front of the driveway after midnight, resetting the sensor on top of the garage door
The good news! After I received the Peanut plug, my signal is now much better (I believe )

FWIW, I have one Hue Outdoor sensor that I don't trust. It sometimes loses it's mind and reports 0 illuminance during broad daylight, but strangely it may be heat related.
Yes. They do. However, the outlet itself is strictly zigbee-controlled. Also, as @ogiewon and others have mentioned, while these are great repeaters for ZHA 1.2 compliant devices, they do not work well as zigbee repeaters for non-compliant devices like Xiaomi Aqara sensors.
