You have no trigger, rule will never start unless started from another rule.
Perhaps you should explain what it is you are trying to do. It looks like you want a simple timer.
Trigger : Certain time 5:00PM
Action
Turn on tree
wait for event certain time 9:00PM
turn off tree

I am trying to tun lights on at 5 pm an off at 9 pm
but uf it on before 5 go off at 9pm
Ok. Then the rule @terminal3 gave above does exactly what you want.
Edit: while the above rule from @terminal3 does work, you might find it more understandable, for something simple like this, to use a Basic Rule, rather than the full power (and complexity) of Rule Machine:
