I'm having a weird problem with a "Simple Automation Rule", sometimes it works and sometimes it doesn't. SO I got some logs and I have both cases . You can see that at 09:00 it didn't turn the light on when the motion was activated. And at 09:03 it did work. The hub is getting the information the motion was activated but the rule didn't run. What could be the problem here?

Did someone manually turn off the light prior to 9 o'clock? The only thing that sticks out to me is the 10 min cool down. I think if the lights are manually turned off during that 10 min period, motion won't turn them back on until the 10 min times out.
You didn't have any mode changes at that time did you. I just noticed the mode restrictions
I could try to re-do the rule. The mode changed to "Morning" at 06:00. The next change will be around 18:00 only ("Evening"). Thanks for trying to help me out.
Then I don't see why it shouldn't work either. I have not had any experience using simple automations for motion activated room lighting. I used "Motion & Mode Lighting Apps" until "Room Lighting" was released. I used to see some flakiness with Motion & Mode Lighting ignoring my disable switches. With Room Lighting things have been pretty much rock solid,

That's the problem. You restricted the rule to only work with those modes in the pic but I don't see "morning" in there.
By "Morning" I meant "Day", sorry to not make it clear.
Doesn't look like anything wrong with your rule then. Hopefully the newly created rule will work out for you. Only thing I sometime find weird is when you edit a rule and somehow it got corrupted or failed to complete.
Try using Basic rule. It's quite good and supposed to replace Simple rule
