Motion Lighting - Not turning on: override in effect

Recently saw this after upgrading to latest version( 2.1.5.120):

What override would prevent it from turning on? (Even though it's already on) Or is that just a mis-worded log and it's really Not turning on...already on?

First time I've seen this log entry. Or is this from a Level change and it's just being more informative to say the level has changed so I'm not changing it?

EDIT: I also see my other ML apps working/logs as I remember them working before:

That's not a override that's just the app saying I'm not going to send another ON because I already have and I will only send a ON again once I have sent a off.
