I have 2 bulbs and only one bulb turns on with a Motion Lighting App, however the log shows it is sending the same commands to both bulbs. A Group was created with the same 2 bulbs, which turns both lights on and off. The bulb that works is a Philips Hue and the one that does not work is a new Sylvania Smart+ PAR38 bulb.

This is likely the problem. But there are a few things you can try. Take the Motion Lighting app out of the picture for a second: if you turn the group and off yourself (directly from the device page), do both bulbs respond as expected? You should also check that the Sylvania device responds as expected if you again manually manipulate it on and off direclty from its device page (if it doesn't, repairing might help, but it's a Sylvania, so it's possible nothing will help...I'm not sure if you can tell how I feel about these). If the individual device works fine but the group doesn't, sometimes I've had to go into the group app, remove the bulb, add it back, and hit Done, especially if I re-paired it for any reason but sometimes even when setting them up new, before all of them will work. Enabling Zigbee group messaging if you haven't is also likely to help. You can experiment with on/off optimization either way, but I suspect with only two bulbs and group messaging, it's likely to be fine if off.
Something else you might want to be aware of: Zigbee bulbs generally don't play well with non-bulbs, which is a concern if you have other types of Zigbee devices (motion sensors, outlets, etc.) on the same network. When I turn both lights on and off using the group lighting, they function fine.
I found that if the Motion Lighting App dimmer level is set to a new value (example, set to 99 after it was 100) then the Motion Lighting App turns both bulbs on. However, if the dimmer level remains at the previous value, the next time it is triggered, the SMART+ bulb does not turn on.
I came up with a work around. The "dimmer" was replaced with a "switch" using the "group" (both bulbs). The dimming can be set from within the group or the individual devices.
