Disabled would be indicated by a blue slider in the "Disabled" column (indicating that disabling is enabled, if that makes sense).
What you're pointing to is just a device status summary. In this case, the gray slashed icon just means the device is reporting away, i.e., not present. A green, non-slashed icon would mean present (or "home" as is often the meaning and the presumed intent of the base icon). If you don't have presence enabled in the mobile app, this would never change; if you do and it's not working, something else may be going on.
I toggled a geofence virtual device from disabled to enabled, which resolved the issue with the presence status. It may be because I had previously used this virtual presence device with the previous mobile device I am replacing. Just a guess?

The mobile app is pretty picky about the mobile app device (and DNI) it creates on the hub; I wouldn't swap the driver, which is probably the only way you could convince the app to let you select a device you created yourself, such as an existing virtual device, as the mobile app device to use in the first place. I could see that causing problems, but I suppose if everything is working now, that's good!
