My current Hubitat Elevation is defective and I need to migrate my setup and devices to a new hub. I have a current backup which I can restore to the new hub. Is there a simple way to migrate my many Z-wave devices to the new hub?

If your original hub was a c-3 or c-4 (External USB stick Radios) then you can use it with the new hub (c-3, c-4, or c-5) but if your original hub was a c-5 (no USB stick) then you will manually have to exclude/include the devices as there is no current migration method for z-wave or zigbee devices.
