Lutron Diva dimmer - Last level for on does not work

Just installed a new Lutron Diva dimmer. It works great, but I have observed a glitch.... the Use Last Level for On setting under Preferences does not work.

It is installed in a toilet room where I have a Room Lighting rule to dim the lights to 10% during Night mode. The means to activate is the physical switch. The problem is the dimmer comes on bright to 100%, then after a second or so dims to 10%, even though the setting under Preferences is to Use the Last Level which is 10%.

it is not a show stopper because I also have a Rule Machine rule to use a door contact to dim the lights to 10% when the door closes during Night mode. The problem occurs when we forget and use the physical switch at night.

Has anyone else noticed this behavior?

Yes, this is the way it works, these dimmers do not support turning on at the last level, so this is implemented in the driver so there is going to be a slight delay in the transition.
You may be able to minimize the delay by changing the default transition time.
