I am not aware of anything on the market currently like that. It pretty much describes the discontinued Inovelli LZW36 fan/light controller exactly, which even then was the only thing I knew of exactly like that. There was the similar Hampton Bay/King of Fans module with Zigbee (and no powered wall unit, but it did have a remote). However, that also seems to be discontinued now.
For current options that work with Hubitat, Bond is probably the most widely available. It works well enough, but I don't think most have good light control (it's hard to find ones that allow dimming lights to specific levels, just "circular" dimming by holding the remote button until it goes where you want). States on the hub can also get out of sync if you control via Bond itself or other integrations.
The upcoming Inovell VZM36 is a substantial replacement for the LZW36 if you can wait until next year. It's also currently on sale for a decent pre-order price. But it is Zigbee, and you'd need to combine it with the wall control unit of your choice (their multi-button controller would be a good choice when released, but any of their Zigbee products could also bind to it; or you can use literally any other device compatible with Hubitat, which is probably what I'll do with a Pico or maybe Zooz ZEN32 until if/when I do something like that instead).
If you haven't considered alternative approaches in the meantime, here's how I'm getting by since I gave my LZW36 to a family member and await its successor:
smart bulbs in the fan (which I'd really do anyway--I want CT control)
a relay in the ceiling to turn on/of the fan (Zooz ZEN51 in my case, though any rated within the specs of your fan should work)
This doesn't give me speed control of the fan, but it turns out I really only use one speed most of the time anyway, and on/off was more important.
Adding a Lutron Smart Bridge Pro solves a lot of issues with supply availability. It’s a lot easier to have that working in conjunction with your Z-Wave devices than to solely rely on the availability of Z-Wave products.
The Caséta fan controllers are readily available at any Home Depot, as well as the Picos and their mounting adapters. Put in a double gang plate and no one but you will know that you don’t have a dual box where a single switch box is (if that’s the case for you). And if you do, you can still just mount the pico over the empty space.
In the long run, Lutron picos are a really easy to mount option and very inexpensive. Lots of control from a single Pico is possible, and even allows you to control other Z-Wave switches as if you had a 3-way switch (or 4-way, etc.), not to mention anything else you want to do with them.
