Where can I find a list of all Apps changing my hub's Mode?
Any app can do this, and there is no way for the platform to tell whether a particular app might call this bit of code. So, you'll have to go into any apps/rules and check their configuration. You might be able to make some better guesses by looking at Logs > Scheduled Jobs (if it's a schedule and not in response to an event subscription) or by just checking Past Logs for possible app activity around the suspected time if you aren't sure.

It would be nice to have a way to enable logging for all Mode changes like we can for Devices.
I can enable logging in the Mode Manager app but it's not easy to find all RM Rules affecting Mode.
Perhaps a mandatory 'Log Mode Changes' Preference?
These are logged. I am not in front of a PC ATM, but if you go into the logs page, I think it is either location events or hub events at the top of the page you want to select.

Location events appears to list all Mode changes but not the source of the change...
Hub events doesn't appear to list Mode changes.
Given that any custom app (or driver?) could effectively change the mode, and none requiring any standard logging options, I expect your request would require a platform change to record the app or device in those logs.
