Pretty sure, from what I've read on this, that the answer is no but I thought I'd ask: if I wanted to set up a limited user and only allow that user access to one dashboard, could that be done?
I want to give my mother access to be able to arm/disarm HSM, control her own presence sensor, and trigger one RM rule (via virtual momentary switch) to cancel an intrusion alert, but I don't want to overwhelm her with all of the other dashboards I have created for myself.
Is this doable?
Yes, create a dashboard and only share the local or cloud link. You might want to check out the new Easy Dashboard, as it has a tile specific to HSM that offers arming/disarming and canceling active alerts all in one tile:

Oh nice, I'll give that a try. So the link is just a public link that anyone with it can access? I've never used them (never had a need) so didn't really know how they worked.
If you happen to share it, hypothetically, yes. Pin protection for both individual dashboards and HSM tiles are in development, so that will add a new layer of protection to each.
Not terribly worried about it. Didn't know it was that kind of link, Happy it is! I'll create the dashboard and then put a shortcut to it on my parents' phones. Thanks!
