Limit frequency of rule machine actions

Is there a simple way to limit the number frequency with which an action is executed? I'm sending Notifications via Rule Machine when power utilization (via Rainforest Eagle-100) exceeds a threshold. The notifications can be overwhelming and I'm trying to figure out how to limit the frequency.

Private Boolean is my choice for this. This is a smart outlet, but I would think the logic is similar. I use the output of this rule in a second rule.

I am a proponent of not combining things like this rule with your "main" or "parent" rules so you can reuse this logic in other rules if desired, and to make diagnosis and setting thresholds easier. But within the main rule could work too.

Thank you so much. Very elegant solution! How would one go about using the "Power level of Wash Machine Switch" in a notification action in the "Water Heater High Demand" rule?
