Lights Failing to turn on/off

Ver: 2.3.9.162

Switches: 22 GE Enbrighten(Jasco)
2 ZOOZ 800 Smart Plug

There are additional switches but they are only manually operated with
virtual switches.

All non-manual switches have rules (Rule Machine) to turn on and off
in the evening. All devices have "Enable description Text logging"
turned ON. All devices show a direct connection to the HUB(01->0X)
and they all show rates of 100kbps.

The majority of the rules to turn lights on are based on an offset from
sunset. Mostly all switches are programmed to turn off at specific times.

Two switches are for exterior lights and they go on and off at
sunset and sunrise.

For the past few weeks I have had one or more switches that do not go
on at the programmed time. This occurs ca. three times a week.

There appears to be no criteria for which switch fails. When there is
a failure, there is no entry in the log for the specific programmed
time. Mostly it is the 'on' times that fail, offset from sunset,
although infrequently a light fails to turn off at a specific time.

Most of the switches have S2 Authentication. When I have a problem
with a switch I first run the 'repair' function under Settings ->
Z-Wave Details. I have also remove switches from the HUB and added them
back with no authentication.

None of the changes I have made show any pattern that I can rely on.

My concern is that there is an issue with the C-8 Pro hub or the
scheduling software. I have no way to test either hypothesis. I only
know the system I use and need is unreliable and I am not sure how to
proceed.
