My "Leviton Decora Smart Tamper Resistant Duplex Outlet R01-ZW15R-1RW" will not Include in Hubitat. Or Hubitat won't include it. When I try Hubitat inclusion times out. I installed and included the same model about 15' away and it works just fine with Hubitat. The outlet has power and works otherwise. I did factory reset. I called Leviton and they let me know if it won't include I should contact Hubitat. I had it included inside to test it but now that it is installed in it's final position it won't connect. It also wouldn't exclude from this new spot so I had to force remove it. I thought it might be the increased distance but the other device 15' away works fine. Also, this other outlet should act as a signal booster. Do I need to do anything different to include it because it was force removed? Any help would be greatly appreciated. Thank you.
Can you physically try to include it closer to the hub then move it into position?
I built a test rig where I include all my devices about 10’ away from the hub, then move and install in the physical location. I have yet to see any issues where the respective meshes couldn’t figure it out.

You don’t have to make it that fancy. A simple plastic box and an appliance cord would work for most people.
I have had a couple new in the box levitons not include until after a factory reset. You must also be sure there are no remnants of the failed inclusion in your zwave details.
One potential issue with switches and dimmers can be their installation inside a metal outlet box. That can block transmission of signals to and from the device.
The suggestion made by @JB_TX is ideal as you can position the device much closer to the hub for inclusions and then locate it to the outlet box.
Also, depending upon your physical layout, you might need to use some repeaters/range extenders. RF signals can be blocked by things like wiring, piping, HVAC ductwork, appliances, brickwork, etc. Using one or more repeaters can allow you to route around the obstruction.
Will it Exclude? I try excluding stubborn devices multiple time before I try to include them.
I had a device that wouldn't include doing a manual inclusion, but it popped right in using a Smart Start inclusion through the app.
Thanks for all the help! It might have been a problem with the outlet itself. It included well next to the hub, but when I took it outside it would not function. Even when it was right next to an identical, included, outlet. I ended up moving the relay to a normal outlet which is working well. Thanks!
