Here is a question now that the Leviton D26HD-2RW supports Mater will you still have to rely on the Cloud to get it to work with Hubitat?
WiFi Matter devices use 2.4ghz Wifi (not 5ghz) and BlueTooth to Commission a device. That's the process that gets it connected to your WiFi. Commissioning does need to acquire and verify the device info and that is Cloud based.
I use Apple Home to be that Commissioning device, others use Google Home or Alexa. Once connected, you use the same Apple/GoogleHome or Alexa device to put the Matter device into pairing mode and expose a key. You then include into Hubitat by typing in the key during Add Matter.

Yes an no. As stated above the initial commissioning may rely on some sort of cloud connection. Once commissioned though, if you connect to HE as a matter device, communication will be local on your LAN.
You actually have to upgrade the firmware on there app then commission the D26HD.
Based on what I read before the GitHub driver for those dimmers worked via going to the cloud back to the D26HD to control the load. Looks like I will have to try one. The beauty of hubitat is its ability to work with the cloud.
That dimmer is rated for MLV to 600va so it will work for me otherwise I will have to swap out 3 zones with 18 cans.
Well the Leviton D26HD is now upgraded to support Matter. It was a bit of a PIA but it works.
First impressions, local dimming the percentage doesn't show up in my dashboard or in the log although via Hubitat you are able to dim the device . On/Off via local does show on dashboard and works via Hubitat.
The Leviton D26HD dimmer works with its DD00R companion switch.
Using the Generic Matter Dimmer driver.
Local control is also shown on the dashboard.
