looks like turning on "third-party compatibility" in the kasa app settings, solved this issue.

Resetting a Tapo P115 smart plug (holding down the power button until the lights flashed) and re-pairing it in the Tapo app was required for one of the plugs I wanted to integrate into the Hubitat Tapo app. I tried everything else first (toggling third party integration in the Tapo phone app, multiple scans in Hubitat Tapo app), but reset/re-pair resulted in the plug immediately showing up in a scan.

Such a drastic action, but, it was what it took. Thanks for giving the idea!

It is a major TP-Link issues in all of the local-control implementations. A new install will update the firmware. The firmware update causes the issue until a removal and reinstall in Tapo (firmware is already current). Same is true for new / firmware updated Kasa devices.
