Issue importing Rule from 2.3.0.124 to 2.3.1.129

I'm attempting to import a rule form a hub running 2.3.0.124 onto a hub running 2.3.1.129. It comes up with the following error:

You need to show the rule, otherwise there is nothing to go on.
