Is it just me seeing this when trying to clone any rule? I'm on version 2.3.7.145

Try this:go to your Apps list, find (but do not enter) the Export/Import/Clone app that is (temporarily) listed there, click the App Status (gear/cogs icon) next to it, and use the Remove button on that page.
Then, try the clone again and see if that helped.
