When it's dark outside, I go into my motion sensor device settings and change the Motion Sensitivity from low to high.
I'm wondering if there is away to do this using rule machine automatically?
Not unless the driver offers a command to do this (typically, they are exposed as preferences instead, which cannot be automated in this way). Unless your device is mains-powered, it may also have no effect until some period of time afterwards and might not do you much good anyway. What device and driver are you using?
