Is there a web browser that I can load on my pi?

When access it via an ip:port? I use an iPad 99.9% of the time, but on rare occasions some sites are desktop only and recognize the iPad as mobile no matter what. Thank you

I use chromium but there are other options.

Can you access the browser from a browser?

Sounds like you are using a remote desktop method. If you can see the normal GUI of the pi in the iPad browser you can likely use the Pi's normal browser (Chromium).

I use Remote Desktop to access the pi from my iOS devices.

If you are looking to bring more complete laptop/desktop functionality to your iPad, a slightly simpler option to implement, and more powerful, is Splashtop streamer. You install the streamer on your laptop and/or desktops, it allows you to pull up the remote desktop on your iOS devices (or Android) from anywhere. It is subscription/login based.

Others who have used it may have more feedback on any security concerns. I've never had any issues, it uses two-factor authentication at login.

I started using it about 10-12 years ago when my wife wanted to use her iPad as a desktop, to mirror my Mac Mini on her iPad at home. Was lucky to get a lifetime subscription out of that. Now they have really matured into both business and home use with far more functionality and options.

Otherwise concur with all the above. I access my Pi VPN devices on my local network with remote desktop from my MacBook, Just have to start the service on the Pi and set a global password. Apple remote desktop works just fine. On my remote Pi devices, I either VPN to the network, or on occasion if my VPN isn't working, I can use Splashtop Remote to pull up a local computer. Just need to make sure the remote computers are set to not sleep. You can wake them through Splashtop from a local network, but not from outside your network. I also use Splashtop if I need to pull a file from my local network that I don't have in cloud storage.

I'm sure there are ways to implement the same functionality for free with a local VPN and remote desktop app. I just found this and have been using it since, happy with the results.

I would second the Splashtop streaming option. Just be sure you get the current app and version that is still being developed. I have a license to several different instances of it. It seems secure enough just make sure you use a complex password with your 2fa to set it up. Similar to @demillerusn i have been using it for over 10 years as well. It is really good.
