Sure, anyone can write an app that interfaces the hub, whether they use a custom app (different sense of "app" here) on the hub to interface with their devices on the hub or something like Maker API (built-in to the hub, possibly easier to set up) to do the same. The question is really whether one exists that works as you want.
Alternatively, the built-in Alexa, Google Home, and Apple Home/HomeKit integrations offer a way to control things using these respective apps on mobile devices -- the latter two of which are quite prominently available on Android and iPhone, respectively.
Finally, keep in mind that you can create a dashboard using Hubitat Dashboard or Easy Dashboard, among a variety of similar third-party solutions, and then use a cloud (or local) link in any browser or and a bookmark or Web Clip (which would end up looking a lot like an app) to get easy access for device monitoring and control on any device.
That being said, what version of the Hubitat app are you on? If you haven't tried the "new"/2.x app yet (green icon with white foreground), most users find it to be much improved over the previous version.
There are multiple 3rd party apps for dashboards. Sorry to anyone I forgot to add below...
I like HD+ because I can use it on Android Auto head units. That said, the new built-in Hubitat dashboards have a clean modern look, I would try those if you haven't tried them yet.
If you really wanted to, you could roll your own. I am not the one to ask about how, but there is Maker API that is often used for things like this.
