I mainly want the tunnel as an ip spoof to look like I’m at home on my iPad. To watch Plex live tv from the bus. From what I understand most of the slowdown from let’s say WireGuard, is from the encryption. Can I do the whole vpn thing without the encryption?
My recollection is that WireGuard adds approximately 5% overhead v/s not using a VPN. That is so little that it is close to insignificant. I wouldn't worry about it causing a "slowdown".

Absolutely...I've watched videos via WireGuard VPN and things have worked fine, felt like I was at home.
You really do NOT want to have any unencrypted connections to your local network if you can help it these days. Like @danabw & @aaiyar I use Wireguard as well.
There are some 3rd party services that use wireguard like ZeroTier that offer an even easier setup.
EDIT: I think there is another popular service people use for VPN that the base service is free but I can't remember the name.

Tailscale is an easy way to try out WG - and can keep using it, or set up a personal WG install if desired later. Good idea.
All you have to do is log your plex server into your plex account (you don't need the paid subscription) Then log your phone/tablet/whatever client into your plex account and you can watch whatever you want. I do suggest though you set your plex speed for internet client access for at least 8 megabit for smooth and clear playback... This way you don't need a VPN
I don't remember how I got my plex server working away from home but it took me a dedicated IP through PIA VPN. I use Starlink so their was some other weird jazz stopping that from working but all the suddenly it magically worked.
Anyways how can I do the same type of thing with my security cameras. They're Amcrest cameras but also connect to an instance of Blue Iris. I read online that maybe it isn't the most secure thing to open up a port or whatever for Blue Iris and just use my Amcrest App when not at home.
I hear talk of wireguard but I just don't understand. I am using wireguard within PIA's app instead of open VPN. Am I being dense? How is that supposed to help anything, I thought that was just the security algorithm.
I use Joe Pages dashboard with Fully kiosk as my actual phone UI. I would absolutely love to get my camera feeds into the actual dashboard when I'm not on my local network (that's if it doesn't absolutely crush my data and battery, not sure how that works). Heck I'd even love to get plex into my dashboard as a tile. I feel like it would be so VASTLY more advanced than any current phone UI. Attached is my current iteration of my phone dashboard. Am I the only one nerdly enough to use the dashboard as my phone UI?
Wireguard is the name for a new kind of VPN technology. OpenVPN is a software that uses a traditional kind of VPN.
As long as you have one of them you are encrypting the data between your device and the VPN endpoint. In your example it is PIA.
If you have a VPN to your local network the you can access your cameras and blue iris securely already.
