For the Apple TV box itself? You're having a hard time with that since it's not IR. (It's Bluetooth; try blocking the view and you'll see it still works.) [EDIT: Apparently this depends on the function and possibly model, but it's definitely not entirely IR in any case...]
The remote can do IR, but that's [mostly?] for communicating with other devices.
Get a Harmony hub and remote. It will do both IR and BT and control both an Apple TV (via BT) and other accessories using IR. There are also at least two different Hubitat integrations .....
The Apple Remote is BT. But the box itself does have an IR receiver. Historically dealer based AV control systems would use IR as IP control was not available.
A web search should find the codes.
See if these 4 IR Codes work from my Broadlink device. If they work, I will send you the others that I have.

Harmony Hub will control Apple TV using both a Bluetooth connection for text entry and IR for powering it on/off. During set up you will be prompted to power on your Apple TV, select the Bluetooth connection option from your Apple TV menu and begin the pairing process.
My Harmony Hub died...

I did find two places online with IR codes...but none of them worked for me. Sigh.

Actually the at least the first Apple TV 4K box does have IR control, I use to control via IR with my old Harmony Remote (without the hub). I also assume that older boxes must also have the IR receiver. As for the newer generations, I believe you are right that it's bluetooth only as well as possible to control it via the HDMI signal.

As for the codes, I never checked, my Harmony had it built in and only had to set it up on the Apple TV to work. Now I use an LG magic remote to control the TV and that worked out of the box with no configuration.

You'll have to provide more than that - there is no real standard for representing IR codes, and that doesn't look familiar. You haven't mentioned what remote you're using or what you're using to program it.
In any case, the same site (go up a couple of levels) says: "Using this information, you can render signals to raw timings, Pronto Hex, or other formats using software like IrScrutinizer or MakeHex." MakeHex doesn't support Apple protocol, so IrScrutinizer it is.
Let's take the first entry:

Apple IR protocol is unique, I've never used it. Here's a little info on it: 2021 Apple TV IR Codes The above appears to be a bit out of order, I'm pretty sure the numbers are PairID, device, and function, in that order.
With IrScrutinizer, go to "Render" tab, set "Protocol" to "Apple". Click on "Random params", which will pre-fill the available fields to show the input format.
Enter the given code (D=135, F=1, PairID=238 for the function shown above), click "Render". A Pronto hex code will appear in the window. Pronto hex is a very common interchange format for individual codes. Hopefully, the software for whatever remote you're using can deal with that. I can't help any further.
RM3 & 4's replacing a dead Harmony Hub.
All the IR codes I've ever seen have been long strings of HEX. If nothing else works, I'll certainly try this.

Uh. OK. First search hit for "RM3 remote" shows a Bluetooth remote with no mention of IR.
That's not a Broadlink RM3. Wrong brand.
The codes I shared earlier are from my Broadlink RM3.
I am pretty sure all AppleTV boxes can receive IR signals. I have used many non-RF Harmony remotes over the years to control all generations of the AppleTV devices.
The remote that comes with an AppleTV definitely uses RF to communicate with the ATV. However, the Apple supplied remote control actually also has an IR emitter to control other devices, like the TV and Receiver (if HDMI CEC does not work.)
My ATV4 definitely does since I can control with the Broadlink. I don't know what generation. I don't remember is how I learned the codes. I think I used a Harmony Universal Remote unrelated to hub that was setup in Harmony app to control AppleTV to teach RM3. I believe some if not all ATV remotes can be set to use IR in order to teach a universal remote.
