I can import a file via "Settings -> Restore Apps -> Restore or Import Apps" but the "via url" option is missing - you can only upload a file existing locally.
You're looking for Apps code -> Add app -> Import from the triple dot menu on the right side.
Restore or Import Apps allows exporting/importing individual app's state, not app's code. It's useful when you want to move a rule from one hub to another, for instance. It makes no distinction between built-in and user apps.
We'll think about the terminology here to avoid confusion.

If you're saying there should be a selection named "Apps code" I cannot find it. I have "Apps" and "+ Add App".
"+ Add App" has no triple dot menu.
