Do I need to use 2 inoveli dimmers on a set of 3 way lights or can I use 1 dimmer switch and one more non- smart switch with it?
You can use any of the below configurations:

One Inovelli Dimmer + 2 dumb 3 was switches (wired as 3 way) You will only be able to turn the lights on and off from the dumb switches.

One Inovelli Dimmer + 2 "Aux" controls. You will be able to control the light on/off and dim from any of the 3 switches. An Aux control is basically a "remote" for the paddle on the inovelli dimmer.
Would I be better off just using the 2 inoveli dimmers instead for each 3way setup @JohnRob I just bought a new house and it has about 4 sets of 3 way lights
I'm not sure you proposed configuration of two Inovelli Dimmers for a 3 way installation.
That said, ignoring the 3rd switch location, I guess you could associate them for "instant" operation but I'm not sure what you would gain. Cost would probably a wash.
And you still have to deal with the 3rd location (3 way dumb?)
If I remember correctly, your 3-way configuration will depend on if you have a neutral wire available. With a neutral available you should be able to do any of the combination of switches (Dumb, Aux or another Inovelli switch). I use two Inovelli Red Dimmers at my 3-way locations. So, I guess you need to decide on what capabilites those switch locations need to have. But, Inovelli has a lot of great documentation on their site.
Just a pedantic note, a 3-way setup uses 2 switches and a load, not 3 switches.
For my 3-way setups, I used a single Red dimmer and a GE aux switch. But part of that was because I already had the GE aux switch installed (since I was replacing GE Z-Wave switches with the Inovellis) and I didn't need the full Inovelli feature set at both switch locations. My house also has neutral wires.

I just want to avoid using 2 switches and possibly save myself some money, but I want the functionality of the dimmer and to setup my automations with the one dimmer.
Inovelli has lots of options if you have a neutral wire. For 3-way setups they'll work with dumb switches, certain add-on switches, or two of their dimmers.
So, yes you can just use a dumb switch. See the wiring diagrams here:
