Illumination changes trigger Preset Off even when lights are off

Amongst various other means to activate and means to turn off, this room lighting automation is set to only turn on the lights if the illumination is below 28 and to turn off the lights if the illumination is above 70. I also have "preset off" configured with a grace period set to 15 seconds.

During the day, when the lights are off, changes to illumination levels (levels over 70) trigger the "preset off" settings and the subsequent grace period. So every few minutes, the lights will turn on in their preset off settings and then go off again after 15 seconds of grace period. @bravenel Have I configured the rule incorrectly or is this a bug? I was expecting that the "preset off" wouldn't be triggered if the lights aren't even on to begin with.

It is possible that the app thinks the lights were on. Need to see more logs, back to when they were turned off. I will look into the logic a bit, but in general, it won't initiate Turning Off unless the lights are on. Perhaps there is some bug with it knowing they are off correctly.

Before I took that log snippet, I clicked the “Turn Off” button in the automation as well as the “Update” button. Looking back in the events for the lights I can see they’re going on and off throughout the whole day with no one at home.

The option "Turn Off even if already partially off' is what is causing this. That's basically saying, turn the lights off no matter their state when there is an Off event for the Means to Turn Off. In your case, Turning Off means to activate the Preset Off.
