Are you asking about the meaning of those symbols?
!= means “not equal to”
< means “less than”
They are the standard "C" program operators ( or comparisons)
< less than
= equal to
> greater than
From there they combine...
so <= means less than or equal to
etc

Those comparison symbols are not specific to illuminance btw. They’re also used for any numerical attribute like temperature, wattage, etc.
