What driver are you using for it? Generic Zigbee Bulb? If you do not have a preference for minimum dim level, you may just need to access that config with a different driver. 30% seems very specific, like it has been set to do that, though I don't know why that would be the default level for out of the box.
It may be a setting you can access through their DIRIGERA hub and IKEA Home smart app normally, but I would look at this driver below if you are not using it.
