Hue lights dim to 0 does not turn bulb off

So something I noticed while working with Hubitat in combination with Hue lights over Matter:

I used to use a "set dimmer to 0" when turning Hue lights off. This always worked like a charm. Advantage, you can dim the lights slowly.

Now I changed my lights connection to use the Matter connection to the Hue bridge. Now when I want to turn off a light, I set the lights dimmer to 0, like I always do, but the light stays on ever so slightly. Strange this is, when I do the same action from Homekit (direct connection, the lights do turn off.
Also tried to do the same in HA, and there the lights also turn off when I set the dimmer to 0.

So is this a "bug/feature" of Hubitat in combination with Hue over Matter?
It works when I use Homekit and/or HA in combination with Matter.
