I can select all bulbs and they become visible in HE but I can select these 2 plugs and they refuse to turn up. Am I doing something wrong?
IIRC, only bulbs/lights are supported via the Hubitat to Hue integration. You can pair the IKEA Tradfri outlet directly to Hubitat once it is unpaired from the Hue bridge.

Ah ok, that explains it of course. Well the plugs are actually in use as repeater so I will figure something out to work around this. Thanks!

You can use this integration instead of the stock one. I find it's much better and not to mention you can add plugs to it. I have tones of plugs on my Hue bridge now.
