I just upgraded to 2.4.0.146 from a 2.3.x branch (recent, just not sure which).
And it seems like whenever I activate a hue group, it triggers EVERY hue light I have. I've mitigated this by just re-creating groups with Hubitat groups instead. But wondering if anyone else had this happen? Not sure if it might be indicative of something else I am overlooking.

What do you mean with "triggers"? Can you provide an example of what is happening, ideally accompanied by logs and the "Events" history for any problematic devices?
I assume you are using the built in system Hue integration? That got an overhaul with the 2.4.0 update.
Yes, I am using the built in system. I removed my hub and readded it as well.
When I said triggered, I meant everything was switched on. Or off accordingly. If I controlled anything by any Hue Group, this would happen. Every light (mostly bulbs, one hue lamp thing) I have across my hue stuff in every room, not just that one room.
I turned debuggin on the Hue Bridge as I didn't see anything in the individual devices other than "i turned on or off". Below is me turning on via a hue group called Basement Lights (in Hue, it's the room Basement). Then turning it off. Every single bulb/room lit up in and out of the room.

Can you go to the "Events" tab on the device detail page/flyout for an affected device, i.e., one that is turning on/off that you don't think think should be, and see what you find there? I'd be particularly interested in anything with "command" under the "Type" column (more interesting than events, which should just reflect what actually happened, which you already know).
Enabling debug logging on one of the affected devices is also likely to tell you if a command is being sent to it. The bridge won't tell you much about what an individual driver is doing, but it can be helpful to see data coming in about changes that may get sent to the individual devices/drivers for parsing.
My suspicion is that you have some automation on your hub that is doing this, but the above would help narrow it down.
@bertabcd1234 Perhaps something is sending the on/off commands to group 0 (all lights) [by mistake]?
I can't imagine something like that wouldn't have been caught by now, but debug logs (why I asked above) on the affected device will show the commands being sent for sure.
One of the lamps is showing switch on/off actions being produced by the Hue Bridge.
My only other actions on these that are common might be that I am using the lutron picos as cheap buttons for them. But they are direct to the bulbs/lamps, not using the Hue Groups.
In the testing above, I used the Hubitat Devices Hue Group to turn Basement Lights on/off (I have other picos that triggered this before; same results). Doing so via Hue app itself does NOT produce this issue.
This all was functioning prior to updates (I use this one multiple times a day so I know it was working).
I did notice API V2... this was not on. But after turning it on, the issue was still present.
I will need to see debug logs from any affected devices, including the Hubitat device sending the command, to troubleshoot this further.
The output of Advanced Options > Advanced Debug Options > Log Lights Cache and Log Groups Cache (after doing the associated fetch and waiting a few seconds) may also be helpful to make sense of these.

Where would this be?
In the Hue integration app UI.
In running those, I noticed it said empty rooms/groups/zones/lights.
I went back into the Integrations app to scan for groups and lo and behold, my previous groups were actually not found.
I re-added the groups and now these seem to function. I checked my lights/lamps and they all were properly present (minus two that are not in use).
Seems like the groups were not happy in the upgrade or I missed that I had to re-add groups? Not sure if there's anything you might want me to still pull/check; I haven't removed the broken groups yet.
If you have logs still from the original migration, those might be good to see, but I'm guessing they're long lost at this point. 
You shouldn't have to re-add groups (or lights or anything) after migration, so I'm not sure what would have gone wrong in your case. It was probably something related to the group ID, which is reflected in the DNI of the device, so at the moment, maybe seeing what all of those are set to would be revealing.

yeah, OG logs were long lost.
But I will say the broken Hue groups had DNIs of:
Hue/50/Group/hueGroup:1
Hue/50/Group/hueGroup:4
While the correct working ones are like:
Hue/50/Group/InsertVeryLongAlphanumericString
Yeah, those DNIs wouldn't have worked. If you're still in need and don't want to re-add the groups as new devices and swap everything out in all apps, I can help you figure out how to edit them to fix the issue.
