we use the Hubitat to control a heater to keep the pipes from freezing.

I personally think that's a mistake.

You can monitor memory with the excellent Hub Info app.
Or, you can do what I did yesterday, only instead of using another hub to do the power cycle, just reboot on the main hub:

As an update: I have Z-Wave crash and Zigbee radio off for more than five minutes. It took 1.5 minutes to reboot once, so I extended it. I just added a memory low rule. I'm reluctant to use the fine Hub Info app because I'm paranoid about using too much memory, I don't know what I'm doing with it, and I'm only interested, for now, in memory.
