Oh that sucks. I thought the code in most jurisdictions requires a separate one for each living space. Every apartment/condo I've seen has some sort of shut off for each unit, because it's required if you ever need to do any kind of plumbing work (IE: Something as basic as replacing a shower valve) It may not be considered a "main" valve but it should shut off the water to your own faucets and such. If not: I would definitely add one, it's well worth the expense if and when an emergency occurs.
