Nope, it has worked perfectly for me. Just tried the Update and Repair functions moments ago when I saw your post, and they worked perfectly.
Reboot your hub and see if the issue continues

This is strange as I always do this and it always works....
unclear what to do next.. should I reload the Hubitat Package Manager altogether ?
I assume HPM needs internet access to access github.
Is your internet connection OK?
Well, here are a few suggestions.
Did you recently turn on/off Hub Security? The HPM setting for this must match your hub’s setting. Check Package Manager Settings, the top switch. You might temporarily try turning off Hub Security, if so, and turning off that setting in HPM.
It’s possible, I guess, that you are seeing a failure of your hub to communicate with GitHub (HPM has to look at package manifests), and that could happen at your end or at the GitHub end. Why don’t you try manually installing a simple user driver on GitHub using the raw source URL to point the install to the source, rather than copy/paste from your browser. Hubitat functions so well when it can’t reach the internet, that this might point in a direction you could troubleshoot, if it fails.
Normally, I would suggest a “Repair” on HPM, but you indicate that’s not working. So, you might try deleting the HPM app and reinstalling it from scratch from the GitHub source, then doing a Match Up to get all your managed apps back into HPM.
The only other thing I can imagine is that you might have an oddly corrupted Database. The fix there would be to download a local backup (Settings, Backup and Restore) to your computer, then do a Soft Reset and then restore that downloaded backup using the small link at the bottom of the green Getting Started screen that appears after the Soft Reset is done.

You will need to log in to the Diagnostic Tool using your hub’s MAC address as a password. The easiest way to do this is, before you go to Diag Tool (hub.ip:8081), go to Settings, Hub Details, and copy the MAC address.
