Hubitat C8 matter

Could someone clarify how Matter is used within the hubitat environment?

I know i need a apple, google or amazon product to register the device and enable the matter functionality. what i don't understand is do i actually need matter boarder routers like an apple HomePod mini or does the C8 hub do that function?

"Matter" border routers aren't a thing; that's only applicable to Thread (whether Matter over Thread or any kind of Thread, though only the former matters for Hubitat). If you do want to use Thread devices with Hubitat (or really with anything on your LAN), you would need one. Wi-Fi devices can work without one.
