There’s no (useful) way to generalize an answer to the question, as posed.
Z-wave issues could manifest in a number of ways, and the exact reason(s) will depend on details specific to your environment. Or mine. Or another user’s.
What is it you actually want to do? Or know if you can do with a given model of the hub?
