I am giving my son my old C7 and have it set up with apps and new devices.
If I deregister the hub from my account and create/add it to his new account with everything be there?
Or, the new registration will assume it's a new hub and wipe it so I need to backup first and restore afterwards?
De-registering will not affect anything (besides registration -- and features that may depend on that, like cloud backups/Hub Protect or Remote Admin). All your devices and apps will remain as-is.
If you do want to start completely over, there are ways to do that, too:

There were no cloud assignments and I had already reset the hub for it's new adventure.
