It would be handy to have either the change log or a link to the change log on the Settings > Update Hubitat Elevation page, even when there is not a firmware update.

I agree a link built-in to the hub would be useful.... For mine, even the data built-in to what is displayed on the hub....
As an alternative or something worth looking at... You may be interested in setting up a notification from the Hubitat Community for the category used for the Release Notes.

Isn't that the release notes that there is a link to when you upgrade? Or are you asking for a permanent link on the UI, like in the setting page?
Yes, I would like to have the link available all the time.
