HSM Smoke contact turning ON lights intead of dimming to 20%

Hi, I've connected all my smoke alarms to a dry contact input (ZWave Smart Implant input)

I configured HSM to set a light to 20% when the alarm triggers but HSM turns ON the light (last value) and doesn't change any dimming value.

I'm using Lutron RA2 dimmers. If I try "Flash lights" the lights flash correctly but what I want is just to turn on the lights at night to 20% so that the people can get out without being blinded but harsh lights.

Can you pull up the events for the 'server room' light, from it's device page. Need to see for the time when HSM turns it on.

Digging into this, I can see a potential explanation. HSM is first turning on the light, and then setting it to the level. I will look into changing that so that it does not send an 'on' command, only the 'setLevel' command. It's odd that Caséta isn't responding to both commands.
