I can only get false. Iā€™ve been confused my this for months

One idea would be to change the trigger to when the ā€œbattery level changesā€ instead of every 10 minutes. Doing so will then run the rule only when the battery level changes.

Youā€™ll also want to only change the outlet to on if it is already off. Otherwise youā€™ll always be sending commands to the outlet, even if not required.
