How Can I Induce A ZigbeeOff Location Event, For Testing Purposes?

I'm testing some shutdown/power cycle rules.

I successfully induce a zwaveCrashed location event by disabling Zwave radio and then re-enabling, but I have found a way to do this for the Zigbee radio.

I've tried disabling/enabling, rebooting and rebuilding.

I thought I had done this in the past, but I haven't been able to reproduce it.

This time, "Reboot" gave me the 7 second zigbeeOff/zigbeeOn duration.
Not long enough to trigger my rule.
