My understanding is in order to use HomeKit you need either a home pod or Apple TV. Do the home pod minis also work for this?

Yes, I briefly had my Homekit setup using a mini as the hub.
You don't really need a HomePod (including HomePod mini) or Apple TV to use HomeKit; you can use HomeKit for Siri voice assistance, Home app control, etc. with just an Apple phone, tablet, or Mac.
What you do need a HomePod or Apple TV for is to set up a "home hub." This lets you control devices when away from home, share devices with others, and -- perhaps most importantly for some users -- use the "Automations" feature in the Home app. But you can use HomeKit as-is without setting one up.
