Yes, I have tried changing it to generic z wave outlet and to generic z wave plus outlet. I've also done a z wave repair after changing it. No commands go through unless it is listed as a generic z wave dimmer.
Did you click the 'configure' button after changing the driver?
I did. I changed it to generic z wave plus outlet, saved, hit configure: no response from the device. Then I changed it to generic z wave outlet, saved, hit configure, no response. Changed it back to generic z wave plus dimmer, saved, and it worked.
Strange. I wonder if the Z-wave logs show anything interesting when it fails.

With credit to @rlithgow1: "on the device page switch the driver to DEVICE and click save. Click all the delete options on that page. Now switch back to generic z-wave plus outlet and click save, then click configure."
That was suggested to solve a very different problem, but maybe it will help.
I tried all that. No change.
