Help, I tried reboot, no go ...shutdown did not after an hour ...cannot update code

When you shut down the hub did you disconnect it from power? If not if you are trying to reset the Zigbee radio then shut the hub down, when it turns off pull the power for 30 seconds or so and then plug it back up. That will reset the Zigbee radio.
it says " Hub shutdown in progress Do not unplug the hub until a confirmation appears here."
but the confirmation never comes ...its just spins

Try the shutdown a second time, but using an incognito browser window.
If that fails, then do a power cycle. For a C-7, given the fragility of the microusb port, I’d recommend removing power from the outlet end.
incognito did not help but removing power and re-powering fixed. Thanks
It wouldn’t hurt to do a restart with database rebuild after your power pull, just to clean up any issues that it may have caused.

Go to settings and choose the option to reboot your hub. When the dialogue appears, select the advanced options and then select the option to rebuild database during the reboot.
Reason is just pulling power on a hub can sometimes result in corruption of the hub's database.
