HE Not Making DHCP Requests - Bricked?

I’ve been using an HE for a few weeks now and today turned off my mains sockets while some electrical work was done. When the power was restored my HE never came back online.

I’ve concluded that the Ethernet PHY is at least powered as plugging the HE into the power causes the activity lights on the socket to flash and trying alternate power supplies makes no difference.

Are there any further steps I can take at home to try and kick it back into life?

I have contacted Support, but wondered if anyone here could advise on where this leaves me regarding my Z-Wave devices that are now owned by a dead hub. What identifies the HE to those devices and will it be lost if the hub is factory reset in support?
