To create a scene with Room Lights that can be controlled by a Voice Assistant is pretty easy. Select the Devices, enter a name for the "Activator Device" (lower right corner of main app page), and you're set to go once you hit Update or Done. You can adjust the settings for the lights in the table, or capture them on the Re-Capture page.

About Scenes
Above there is a discussion about the option concerning how ON to the Activator Device is handled.
For a Scene we want that option not to be selected, and we would use the Activator Device only for on/off. The device table becomes the central part of how a Scene is defined.
