Depends on the model of thermostat you have. I have the GoControl 48 and in the manual it specifically says do not install batteries if powered with C wire.
Some people complain the G048 chews up batteries but mine is still at 60 % (installed 9/19) Of course my use is very simple and it's only connected to heater. YMMV.

(The settings may be in flash memory and don't require batter)

Yes, that's the answer. I forget, nowadays all these devices store data in persistent memory, no different from your other sensors which don't lose configuration if you remove the battery.
