I have Geofency on another hub that works fine. I'm setting up a new hub and have added the user app Geofency to the hub, but a Geofency User device is not showing up on the device list to add. Is there some type of permission that needs to be turned on for this to work?
Where did you get the code from? There are probably installation instructions (most developers provide them with custom code they share). It sounds like you may have missed a driver install, but checking those would be best to see anything else you might also need to do.
When you open the geofency app it gives you detailed instructions on how to set it up.
Step one says how to create a device.
Go to Devices -> Add Virtual Device and create a new virtual device of type Geofency Virtual Mobile Presence Device corresponding to each user and location you wish to monitor within Geofency - or update your existing virtual presence devices to use this device type. You will then need to add device preference entries for each device to correspond to both the user and location that you will configure in Geofency.
